If the data object is created in a ChangeSet, then the date after publication is still the time of creation of the data object. The date of publication is stored in the structural modifications of the data object.

If the data object remains checked out after creation and is returned by a second user, then the date of creation is when the data object was generated. The time of return of the editing process by the second user is saved in the property last change.
