ChangeSetLockedException
This exception is triggered if the current user tries to make changes to data objects when the current Enterprise ChangeSet is in locked state.
A ChangeSet can be locked for the editing of documents. The possible states of a ChangeSet can be set by means of the property of the ChangeSet.
If the ChangeSet is not in the state Editable, this exception is triggered when it is attempted to make changes against the rules of the ChangeSet state.
