If the data object is created in a ChangeSet, then the creator is still the creator of the data object after publication. The user who published the data object into the Productive Environment is stored in the structural modifications of the data object.

If the data object remains checked out after creation and is then returned by a second user, then the creator is the first user. The last editor is then the second user.
